ORDER OF THE LAKE COUNTY HEALTH OFFICER
CLARIFYING THE APPLICABLE GUIDELINES FOR THE USE OF FACE COVERINGS
DATE OF ORDER: October 8, 2020
ORDER No. C20-07
UNDER THE AUTHORITY OF CALIFORNIA HEALTH AND SAFETY CODE SECTIONS 101040, 101085, AND 120175, THE HEALTH OFFICER OF THE COUNTY OF LAKE (“HEALTH OFFICER”) ORDERS:
This Order shall be effective immediately and will continue to be in effect until it is rescinded, superseded, or amended in writing by the Local Health Officer or the State Health Officer.
California continues in a State of Emergency because of the COVID-19 pandemic. On May 21, 2020, I issued an Order of the Lake County Health Officer requiring members of the public to wear face coverings when entering local businesses and facilities. On May 28, I issued a further Order to provide guidance on the face covering requirements.
State Public Health issued Guidance For The Use of Face Coverings on June 18, 2020, and revised on June 29, 2020 (hereinafter, the “State Guidelines”) to clarify that children under two years old are exempt from wearing face coverings due to risk of suffocation. Our public messaging regarding face coverings since this time has deferred to the State Guidelines.
This Order is intended to clarify that the Guidelines issued by the State in regard to the use of face coverings constitutes a mandate. While this mandate must be adhered to, local health officers may adopt more restrictive orders should they determine the need to do so. That is not my intention here.
Therefore, my prior Orders in regard to face covering requirements are superseded and replaced in their entirety by the State Guidelines.
A copy of those Guidelines are attached hereto:
